Overview
The CBAA private operator certificate program requires that operators undergo initial and periodic independent audits of their safety management system. Auditors accredited by CBAA play a key role in this process. CBAA will train and accredit auditors on an as-required basis. Auditors are required to meet specific qualifications.
This section outlines the application process for becoming a CBAA accredited auditor.
Application
To apply for accreditation, applicants must submit to the CBAA a completed “Accredited Auditor Application”, a statement of qualifications and related experience. Applications received will be kept confidential.
Auditors accredited by CBAA are independent contractors, not employed by the CBAA. Due to the limited number of audits per year, candidates should not view auditing activities as fulltime employment. Accreditation is granted to individuals only, not to organizations.
Auditor Selection Guidelines
The following guidelines have been established for determining the knowledge and experience requirements for potential auditors:
· knowledge of safety management systems;
· knowledge of business aircraft operations;
· a minimum of five years experience in an aviation discipline;
· have completed or will complete a recognized audit course;
· knowledge of the Canadian Aviation Regulations (CARs); and
· proficient written and oral communication skills.
Training Requirements
Applicants selected are required to undergo initial training to become familiar with the business aviation operational safety standards, certification and audit procedures. CBAA will provide training to selected individuals as required.
In order to maintain the validity of auditor accreditation, CBAA conducts annual training and facilitates periodic teleconferences. Annual training typically alternates between formal classroom instruction and individualized sessions in the form of interviews, file reviews, surveys, and witness audits.
Individual files are maintained for auditors accredited by CBAA. The CBAA seeks feedback from operators and auditors and in turn, provides guidance and training to ensure the consistent application of the certification and audit procedures.
CBAA schedules periodic teleconferences and meetings with the auditors. These discussions provide the capability to identify needs, issues and concerns and achieve timely solutions.
In addition, operator and auditor comments relevant to the soundness, appropriateness and efficiency of the CBAA POC Program are solicited.
CBAA promotes open consultation between operators, the accredited auditors and the CBAA. The goal is to facilitate the exchange of pertinent information to ensure consistent and effective application of the audit protocol.
