Conference Description

Although the United States and Canada have a close geographic and economic relationship, there are still unique operational and regulatory issues in each country that operators must be aware of when planning cross-border flights. CBAA and NBAA have jointly developed this conference to provide the information business aircraft operators need to safely and efficiently transport passengers in both countries.

This conference is unique as it provides an opportunity for key government officials and business aircraft operators to share best practices for efficient cross-border flights. Representatives from agencies such as U.S. Customs and Border Protection, the U.S. Department of Transportation, the Canadian Transportation Agency and the Canada Border Services Agency have been invited to participate.

New for this year, the conference will also cover some of the most talked about issues in business aviation, such as the European Union Emissions Trading Scheme (EU-ETS) and use of iPads on the flight deck.

Who Should Attend

This Conference is intended for: flight department personnel, aircraft owners and operators, aviation professionals, attorneys, schedulers, dispatchers and others who have are involved in cross-border flight operations. Both members and non-members of CBAA and NBAA are invited and encouraged to attend.

Learning Objectives

Attendees of this CBAA/NBAA Cross-Border Issues Conference will learn how to:

  • Understand the operational and regulatory issues that pertain to cross-border flights;
  • Utilize trusted traveler programs in Canada, such as CANPASS, and comply with U.S. Advance Passenger Information System requirements;
  • Comply with the European Union Emissions Trading Scheme monitoring, reporting and verification requirements;
  • Effectively use iPads and other tablet devices to streamline flight operations while complying with applicable regulations;
  • Understand cabotage restrictions and their impact on flights within the U.S. and Canada.

12:35 p.m. – 1:45 p.m. Preparing for Cross-Border Flights: Operational and Facilitation Issues

  • Learn about the specific procedures and forms required by the U.S. and Canada to clear Customs upon arrival
  • Understand Advance Passenger Information System (APIS) and CANPASS requirements
  • Review how Customs officials in the U.S. and Canada classify airports where international flights can arrive and what this means to operators

1:45 p.m. – 2:30 p.m. Update from the Canada Border Services Agency (CBSA)

  • Hear the latest on CANPASS, the trusted traveler program that allows registered operators and pre-screened passengers expedited access to Canada
  • Learn best practices for providing advance notice of arrival to the Telephone Reporting Center
  • Provide feedback to CBSA officials on ways to improve the facilitation process in Canada

2:30 p.m. – 3:00 p.m. Break

3 :00 p.m. – 3:45 p.m. International Arrival Fees in the U.S. and Canada

  • Understand the specific fees that international flights are required to pay upon arrival in the U.S. or Canada
  • Review how the fees are to be collected and remitted
  • Learn about exemptions that may be available to business aircraft operators

3:45 p.m. – 4:30 p.m. European Union Emissions Trading Scheme (EU ETS) Update

  • Learn about the monitoring, reporting and verification requirements for business aviation under the EU ETS
  • Understand how to submit annual monitoring reports and utilize the tools that are available to operators to simplify this process
  • Prepare for creating a registry account and trading emissions credits, which will be requiredin the near future

  • Learn about how operators are using tablet devices such as the iPad to display aeronautical charts, view aircraft manuals and perform flight planning tasks
  • Understand the regulatory requirements for using an iPad on the flight deck and the process for going paperless
  • Review steps for developing standard operating procedures for iPad use

9:45 a.m. – 10:45 a.m. Roundtable Discussion with Regulators

  • This interactive discussion will allow attendees to have their questions answered and share best practices with fellow operators
  • Key officials from the U.S. Department of Transportation, U.S. Customs and Border Protection,Canada Border Services Agency and Canadian Transportation Agency have been invited to participate

10:45 a.m. – 11:15 a.m. Break

11:15 a.m. – 12:30 p.m. Cabotage Restrictions in the U.S. and Canada

  • Understand how cabotage, defined as the transport of goods or passengers between two points in the same country, can impact business aircraft operations
  • Learn about cabotage restrictions in the U.S. and Canada and review specific scenarios that operators encounter on a daily basis
  • Review strategies for completing cross border flights without running afoul of cabotage restrictions
